I've never heard the pipes played like that. The melody is haunting!
There is something about the ancestral music of Ireland and Scotland that tug at one's dormant memory genes; a closing of the eyes, and a transportation to another place and time.
But is the instrument powered in some way? The player has no mouthpiece to fill a bag, nor and bag that I can see for him squeezing to force the air through.

Dances, he is squeezing it under his left arm. There are also finger-like valves that he moves to raise the tones an octave.
